When PROXY protocol v2 is enabled, detect TLS state from destination port to allow forwarded-headers with Proto=auto to set X-Forwarded-Proto correctly.
Fixes HTTP to HTTPS redirect routes when PROXY protocol v2 is enabled on NLB.
