[WIP] Split workflow into separate tasks and add release process

另外， 审查一下 README.md， 你应该能发现， 我们有四个产物。 帮我额外编写一个 release.yml 存放用于发布新版本的 workflow， 版本发布的 workflow 直接在 ubuntu 上，基于 稳定的 NDK 版本， 以这四种不同的方式打出四种对应的 apk 文件放上去。

由于本项目是一个安卓项目， 所以发布的产物并不需要每个平台发布一遍， release 任务直接基于 ubuntu 打包发布即可。
