• Added bqplot==0.12.47 to Roman common-hints.pip to force that version in the base environment used to generate the GUI. This is the primary curator request.
• Ensured internal /teams directory is owned by Jovyan so Jovyan can modify the internal pantry. (EFS is mounted over /teams on the platform and has corresponding platform perms)
• Disabled old-style kernel setup in the common psh-preamble script. Wrangler does that now in the post-start-hook based on the wrangler spec. (old style setup also had rigid kernel name derived from directory structure / files.)
• Adjusted wrangler installs in base and mission environments to work as Jovyan for multiple reasons, including tons of "you're modifying the root Python environment" warnings during Docker build.
• Copied global_bashrc from "wrangler" deployment to use the wrangler spec to define the default mamba environment seen in new shells and terminal windows.
