Added the empirical point spread function meta makers and outline of the module and class. Started to define simPSF also.
Note, EPSF is the reftype in RAD. Point Spread Function = PSF. Too verbose to spell out completely over and over again.
Module class has methods for constructing psf library from @tddesjardins
