Rename folder "Engineering_Database_Retreival" -> "Engineering_Database_Retrieval". No other changes.

As with #142, @zclaytor and I are creating MAST tutorial notebooks for Roman mission folks & others participating in commissioning/pre-launch activities, so these notebooks just need to live somewhere public.
Thus this tutorial could be included in a new branch (likely the same branch as for #142), or whatever makes most sense.
NOTE that Roman Engineering data products search and downloads are currently restricted to authorized users. Authorization is verified with a MAST API token, which the notebook gets from the user's environment. This will cause the notebook CI to fail. Advice on how to handle this prior to launch is needed.
