Now that PEP 833 is accepted, this updates the living version of the Simple Repository API spec to note that the HTML representation is "frozen."
I've opted not to copy the PEP itself into the living spec, since it's primarily motivation (and the actual prescriptions are covered by the single sentence I've added to the callout).
