Implemented updates:
leapr: Prevented negative indexing and removed legacy issues.
endf: Rewound the input tape to correctly read the tape identification record.
util: Ensured the scratch tape is properly closed if opened.
main: Updated the comment line for clarity.
plotr and viewr: Increased array sizes to improve robustness.
acecm: Enhanced MT naming for printing and plotting (including incident charged particles); increased array sizes.
wimsr: Added support for WIMSD-5 format features.
