CompatHelper: bump compat for Turing in [weakdeps] to 0.43 for package ., (keep existing compat)

This pull request changes the compat entry for the Turing package from 0.41, 0.42 to 0.41, 0.42, 0.43 for package ..
This keeps the compat entries for earlier versions.
