[zh-cn] Add workload-aware scheduling v1.36 blog translation

• Added the Simplified Chinese translation for the Kubernetes v1.36 workload-aware scheduling blog post.
• Preserved the English source in HTML comments for reviewer comparison.
• Localized rendered Kubernetes documentation links to /zh-cn/docs/... where applicable.

Validation

• git diff --cached --check passed before commit.
• Structural checks passed locally: balanced HTML comments and code fences.
• Confirmed key localized docs paths exist.
• hugo --buildFuture --environment development could not run in this local environment because Hugo failed while loading repo config: "getcsv" is not a valid cache name.
