feat(52-01): add publish and update-tap jobs to release workflow

- publish job waits for all builds, then publishes the draft release
- update-tap job downloads DMGs, computes SHA256, generates trunk.rb cask
- update-tap pushes generated cask to joaofnds/homebrew-tap via PAT
- prerelease tags (containing -) skip the tap update job
- cask uses on_intel/on_arm blocks with architecture-specific DMG URLs
