This PR adds a gradient mask for the ionosphere layer.
Phase gradients are estimated from interferograms using a specified window size, and a mask is then generated based on the given threshold: low-gradient pixels are set to 1, and high-gradient pixels are set to 0.
Since the ionosphere layer is generated from two interferograms, such as the main interferogram and either the high/low sub-band difference interferogram or the main/side-band difference interferogram, two thresholds can be specified in the runconfig.
