Disables the macOS/iOS Swift Package Manager (SPM) CI job in the Flutter workflow to unblock releases while a separate CI failure is addressed.

Changes:

• Commented out the spm GitHub Actions job in the Flutter workflow.
• Added inline notes linking the temporary disablement to sentry-dart issue #3624 and calling out that it must be re-enabled.
