Add airspace restriction zones overlay with ENAIRE provider#2

Introduce backend airspace service that queries ENAIRE ArcGIS layers for drone restriction/prohibition zones, a frontend map overlay rendering them as colored polygons, and warnings when the flight path intersects restricted airspace. Replace AccountModal with a tabbed SettingsModal containing account and layer toggle options.
