Add Blue Collar Governance Plugin to Hooks and Guardrails

Adds the Blue Collar Governance Plugin to the Hooks and Guardrails section.

Inclusion criteria:

• Relevant: Claude Code governance plugin with deterministic hook enforcement across 11 lifecycle events
• Credible: Open source (MIT), 375 passing golden tests across 45 files, live enforcement proof documented in repo
• Practically useful: Deterministic runtime that classifies tool actions against domain rules and blocks prohibited actions via exit code 2 — no LLM involvement in governance decisions
• High signal: Fail-closed architecture where crashes produce deny decisions, not silent pass-throughs. Control rod profiles for tiered autonomy. Post-session verification gate blocks closeout on unresolved findings
• Current: April 2026, actively maintained
• Unique: Only Claude Code plugin with deterministic governance engines under operator-facing skills, session closeout gating, and compaction-surviving governance state
