CLMS QC Tool Release 1.5.5

Reference year has been added to all product definitions.
Fixed bug where raster product submissions were saved to "ury" submission subdirectory instead of reference year subdirectory.
Metadata checks (vector.inspire, raster.inspire) have been moved to an earlier position in all product definitions.
Checking of raster format and number of bands has been moved to raster.naming check.
Django has been updated to 2.2.8.

• Attached PDF report file names have been renamed from report.pdf to [product identifier]-[job finish date].pdf.
