Adds toggle to trex-core for toggling the usage of GARP requests in pretest on and off. Default behaviour is as before, the parameter when set ignores GARPs during pretest.

This PR adds an option to ignore GARP requests in pretest.
The default behavior is not changed. By using the parameter "--ignore-garp", GARPs will be ignored during pretest.
This is useful in situations when you want to have a real ARP response before proceeding.
