feat(m365): update ScubaGear to 1.8.0 and update other image dependecies

🗣 Description

Updates to M365 container image:

• ScubGear 1.7.1 -> 1.8.0
• OPA 1.14.1 -> 1.16.1
• AzCopy 10.32.2 -> 10.32.3

💭 Motivation and context

Support latest version of ScubaGear. Update dependencies for regular bug and security fixes

🧪 Testing

Confirmed container ran as expected and verified log output
