Introduce flow/deficit rail config with defaults and validation for hysteresis bounds. Rework regime rebalancing to use inferred excess cash, directional flow gating, and a deficit rail that enforces solvency without touching the cash fund. Fold deficit cleanup into hard/soft rebalances, add persistent state for hysteresis, and switch the regime proxy to frozen invested-only weights. Update example config comments and add test coverage for flow, deficit rails, and new config constraints.
