v4.3600.0-rc1.0

Patches v4.3600.0-rc1 to actually load NV28 actor code CIDs.

v4.3600.0-rc1 shipped with rosetta-filecoin-lib v1.3401.0, whose LatestVersion constant capped the actor-CID loader at network.Version27. NV28 (FireHorse) actors were never loaded into the registry, producing invalid actor code CID errors on calibration once NV28 activated.

This release bumps the dep to rosetta-filecoin-lib v1.3600.0-rc1 (which sets LatestVersion = network.Version28 and pins lotus v1.36.0-rc1). No other changes.
