Adds a new utility script for recording and debugging Cygwin tests from a WSL shell using Time Travel Debugging (TTD) and WinDbgX.
- Introduces
tools/debug-cygwin.shto launch TTD recordings, copy binaries, and optionally start WinDbgX sessions. - Provides command-line options for output paths, recording, launching, child-process tracing, and custom folders.
