Feature/eip 2612 integration

Enables support for approvals using EIP-2612 enabled ERC20's.

• truffle contract sizer didn't like pulling from root package json, so evm folder has its one npm package.json now
• adds a togglable boolean to lets factory contract know if ERC20 is Permit enabled or not
• function that changes the underlying token can switch to a permit enabled token
• contract nearing size limit so added optimizer runs
• passes old tests, which are copy pasted into a new test file where all approvals are now permits
