Add CI

Starting simple, I'd like to take an old Arch Linux container and upgrade it to the latest version using a GitHub Actions CI pipeline. Looking at the `git log` of winesapOS, we started the switch to Arch Linux on 2021-11-25. Perhaps we should start with a container image dating from around that time.
