conflict between minimum password age and filevault-key-based password reset

Has anyone run into the issue discussed in https://discussions.apple.com/thread/253789071?sortBy=rank, where the filevault key is accepted for the purpose of password reset but then refuses to accept any password because it claims to conflict with the minimum password age?

We just had a machine here show the issue, and we're trying to figure out if it's a weird circumstance, a bug/data corruption, or a real downside to the minimum password age rule?

You might want to enter this as an AppleCare issue so Apple can fix this.

It looks like it may have already been fixed. I've so far only seen this on a macos 14 machine, and we tested a macos 15 machine and that didn't have the issue
