Mobs won`t spawn in custom generater worlds

The feature that u turn on in altay.yml for mobs to work only works in normal worlds but not custom generated like the world from mutliworlds custom world gen. Please fix

Enderman doesn't spawn too when you use enderman egg or spawner

I dont think Enderman is a working mob yet.
