Add metadata field for high gain antenna (HGA) moves, which could cause increased jitter if they happen during a science exposure. These are planned to be minimized during science exposures, but may still occur if unavoidable.

Stanza: I think this could go in exposure for lack of anywhere better to put it, but I am generally agnostic to this choice. @schlafly @PaulHuwe @rgcosentino any other thoughts?
Field name: hga_move
Title: High Gain Antenna (HGA) Movement
Description: If True, this field indicates that the spacecraft High Gain Antenna (HGA) was moved during the exposure, which may cause excess jitter above what would be otherwise expected. If False, the HGA was not moved during the exposure.
Data type: Boolean

This should also be available in the archive catalog so that it is searchable in MAST.

@PaulHuwe have I missed anything else you would need? I don't have much opinion on what to call this in the archive catalog or what table to put it in...I leave those decisions to the experts like Kim, Jason, and folks.
