Having troubles upgrading to v9.0.0 staying with webpack

I've followed the instructions, but when I try:

export RAILS_ENV=production
bin/shakapacker

or

bin/shakapacker-dev-server

I get an error
command not found: webpack

This happens whether I use my existing bin/shakapacker

seems to be fixed now with 9.2.0. Other problems still exist but they are unrelated
