This is a feature that I think not only should Quakespasm have, but pretty much every Quake 1/2 source port in the 21st Century. It is tedious to have to create shortcuts/bat files for every new mod.
Both Ironwail and VkQuake have support for this, although there is a difference between them. Ironwail has a list of mods from Quaddicted in the menu which can be downloaded. Whereas VkQuake's mod menu is more simple and only for loading already installed mods. Perhaps VkQuake approach would be more suitable for QS's conservative scope.
Also another thing to note is that in both port cases, if a mod is loaded from the mod menu and it doesn't have config file yet, it pulls the config settings from the base game folder id1
