PyGPSClient adds experimental support for RINEX conversion

PyGPSClient v1.6.7 introduces an experimental facility for RINEX conversion of raw observation, navigation and meteorology data from previously-saved binary datalog files. The facility is based on the pyrinexconv CLI utility in pygnssutils.

NB: This is currently an experimental facility, the intention being to enhance in future releases. The main limitations in the experimental release are:

1. Support for RINEX protocol 3.05 only.
2. Data sources limited to protocols which can be parsed by GNSSReader (i.e. NMEA, UBX, RTCM3)
3. Support for conversion of UBX RXM-SFRBX GPS LNAV frames only.

These limitations are principally because:

1. I haven't yet had the time to fully assimilate and code all the other GNSS Interface Control Documents (ICD) - Galileo, Beidou, Glonass, etc. I would welcome contributors to assist with this work.
2. The UBX RXM-SFRBX encapsulation treatment for other GNSS is not publicly documented in the UBX interface specifications and requires a degree of 'reverse engineering' (see, for example, https://portal.u-blox.com/s/question/0D52p00008HKD1kCAH/why-are-the-sfrbx-messages-words-32-bits-but-in-isgps200h-the-words-are-specified-as-being-30-bits-long).
3. I would like to gauge the wider appetite for an original cross-platform Python-based RINEX conversion utility before committing to further development. Constructive feedback welcome.
