Running all appropriate test suites when Sm is not tested

If Sm is not tested, suites such as ExceptionsZc or ExceptionsZaamo will not run right now. We need to make sure they are selected to run even without conforming M-mode.

This is just part of the "running without ratified Mmode" issue. Can't solve one without the other, so isn't this a duplicate issue?
