Refactor to C++17, using std::optional and exceptions

I have already starting implementing new stuff with these language features, but have not refactored the old stuff.
This is especially relevant for the privacyIDEA client.
The win32 api stuff in CCredential etc can hardly be refactored, but raw pointers could be wrapped in smarter constructs.
