Flink Swallows Some Tracebacks and Errors (maybe ;-)

Problem

LocalDirectBakery experience will show where/when things go wrong in pipelines for all modules. But @thodson-usgs and I are suspicious that FlinkOperatorBakery is swallowing some exceptions. I haven't seen this recently.

• figure out reproducible examples to confirm this and log here in comments below
• stretch goal: why won't recipe logger stdout appear in the Flink logs either
