There are only 166 Abilites available

As far as I know, after the deployment is completed, there will be 1800 Abilites available for use, while after deploying version 5.3, there will only be 166 capabilities available for use

It could be that the 'atomic' plugin failed. My install didn't install atomic and also only had 166. You could filter by plugin and see if you have any.

Can you check that you have the "atomic" plugin enabled in your config and that it was set up successfully when running your server?
