Priority overrides aren't getting changed on package updates

When a newer package version sets a different priority than the already existing one, the priority override stays as it was before. This happens regardless of whether it's uploaded directly or imported from Debian and results in changes in Debian not being transferred over.

That the override is not changed is intentional in general, those need to be adjusted by the archive admins.

However, for syncing stuff from Debian I could see this being an issue - but we also would not want this to override explicitly-changed overrides in the derivative...
Maybe we need a blacklist as well for this? As in "copy all overrides from Debian, except for these packages"?
