Add `bouncetime` and other options to `add_event_detect` for TTL-in in camera.py#L196

For long TTL up/down states, the event detection might add spurious additional TTL, although the TTL source state has not changed.

Solutions:

• add at least bouncetime parameter to add_event_detection handler
• make options available in config
