cosmofy: Cosmopolitan Python Bundler

I built a tool that bundles up Python projects and scripts into a Cosmopolitan Python executable using uv. Huge thanks to @jart, @ahgamut, and @charliermarsh (and the @astral-sh team) for making the pieces possible.

I know that both this repo and superconfigure have several versions of Cosmopolitan python going, but I'd love to setup the equivalent of python-build-standalone to produce a canonical set of patches and builds for just python so that they can be used in attested ways (and without hammering @jart's server).
