Create tasks for needs-* labels on PR merge

Description

We have a couple of labels which essentially mean a Supervisor change needs further changes in other repositories ("needs-*"). Once the Supervisor PR is merged, tasks should automatically be created in the right repository linking back to the Supervisor PR.

Created a PR for the bot: home-assistant/service-hub#355

Pretty cool actually. Hopefully it works but can always tweak it if the AI got something wrong.
