Create automation which sets labels based on PR check boxes

Description

Automatically add labels which are used for the release drafter (based on check boxes). Make sure the check boxes don't conflict with the labels we have today (and their meaning/description).

Core uses service hub to implement this feature, lets try to use that too for Supervisor (https://github.com/home-assistant/service-hub).

Opened two PRs in service hub:

• Enable LabelBot for supervisor with strategies that make sense there service-hub#354 - Accomplishes this task (and also adds a two other nice automatic labels of small-pr and has-tests since they were already in the code)
• Add required labels support to Supervisor service-hub#353 - Somewhat related, lets the bot enforce required labels that match the ones we use in release notes. So we avoid having PRs that accidentally miss those.
