[Reimbursement] Add Disbursement as payout method (only accessible by admin)

Creating this issue as RFC:

Allowing Disbursement as payout method (only accessible by admin). When an admin approves, they can choose to discard the existing payout method and process it as a disbursement instead.

I know it'd be useful for HQ organizations. But do we want to implement this?

What if we made this accessible as a payout option for members of a salary organization?

This feels like a hack and like something that we shouldn't be implementing. I don't see the benefit vs. using account numbers and I don't think we should be expanding the usage of HCB for personal accounts.
