Restart client connections when client comes into foreground

We recently added in the ability to do this in Fedimint. We should do this so that when the app is open, the user is connected to the guardian members.

Hey @m1sterc001guy, I'd like to implement this. I see that Fedimint recently added reconnection capabilities. I'll look into using a WidgetsBindingObserver in the Flutter layer to detect the resumed state and trigger the reconnection via the Rust bridge. Does that sound like the right approach?

Just go ahead and try it, I would need to lookup the correct callback to implement that. If you have some code, I will test it.

Hey @m1sterc001guy, I've opened PR #413 with the implementation. I used a WidgetsBindingObserver in Dart to trigger a new restart_connections FFI method on the Multimint Rust struct.

Since I'm a first-time contributor here, the CI actions are pending approval to run. Let me know if the approach looks good!

Proper fix is using fedimint/fedimint#8286, which will be available in v0.11
