Wayland compositor launcher

Problem

We need a wayland session for installer but there's no wayland launcher for the greeter compositor

Create a wayland launcher

@lenemter @leolost2605 How much sense does it make going forward to continue to maintain this separate compositor? I feel like with all of the things that the compositor needs to do these days we should have a lockscreen/installer mode for Gala itself instead?

@danirabbit I wanted to do a bit of prototyping before replying here and it turns out we only need minimal changes to have a lockscreen/installer mode for gala: elementary/gala#2832
I think that's probably the way to go because with wayland the compositor will only need to handle more e.g. now also with the input method and on screen keyboard
