refactor(content-types): remove deprecated Relationships JSP pages, Struts actions, and config

Remove the legacy JSP-based relationship management UI (view/edit) and all
supporting backend code: Struts actions, form bean, tiles definitions,
struts-config mappings, and validation rules. Also clean up references in
view_structure.jsp and sub_nav.jsp.
