[Bug] Cannot load saved segmentation for multiframe data locally.

Describe the Bug

Cannot load saved segmentations for multiframe data. Additionally, dragging and dropping a segmentation onto a multiframe viewport does not navigate to the segmented slice.

Steps to Reproduce

• Launch multiframe data : https://viewer-dev.ohif.org/segmentation?StudyInstanceUIDs=1.2.276.0.7230010.3.1.2.447481088.1.1669202398.851612
• Draw segmentation
• Export/save the segmentation using viewer.
• Drag and drop the saved segmentation to the viewport.
• Observe the result.

The current behavior

Unable to correctly load the saved segmentation in the multi frame data from viewer.

The expected behavior

Segmentation should be correctly loaded for multi-frame data.
