Autofill clpid

When directory username is entered, fill in clpid autoimatically with the full name form.

Note to self, this refers to the edit record process not the review queue or reports.

We need to decide on what is permissible in the clpid and clgid then normalize around the rules. Once that is done I can right a sluggify like function that will take a name and recommend a clpid (or clgid) and attach that to the people and group edit web forms.
