Describe the feature

CloudWatch introduced Alarm Mute Rules, enabling us to temporarily mute alarm notifications during planned maintenance downtime, etc.

Use Case

CloudFormation/CDK now supports AWS::CloudWatch::AlarmMuteRule resource (CfnAlarmMuteRule L1 construct).
The L2 construct cloudwatch.AlarmMuteRule should be exist.
