Create strokes instead of a line feature in fill symbols

Use stroke options instead of creating second line symbol on polygons

as mentioned in #7 this is an ArcGIS Pro styling issue, keeping this open in case we would want to change the renderer to either replace the second stroke simple line or disable the fill symbol stroke brush
