In the JP/KO version of Source Han Sans, quotation marks (including U+201C “ , U+201D ” , U+2018 ‘ , U+2019 ’) default to half width, so they also display as normal in Latin:

However, in SC, TC, and HK versions, their defaults are full width, so they will also be full width in Latin, which is not preferred:

It would be better to add half width quotation marks to localized forms (locl) of Latin (Latin) script.
(The same issue also exists in Source Han Serif. Is it needed to submit a separate issue there?)
