Require 16 KB page size support (once Google Play does)

Android 15 supports devices with a 16 KB page size. To ensure apps support these devices, Google Play plans to require 16 KB page size support next year. Once a clear date is set for this requirement, we should also require 16 KB page size support at the same time Google Play does.

Note that we could implement this check long before we actually enable it or require it to pass.
