Fix AKI parsing to respect implicit tagging #397

concerns what we have in the next branch:
The current implementation of AuthorityKeyIdentifierExtension does not handle implicit tags during decoding. If one of the optional values is missing, parsing will fail. Other extensions should also be reviewed to ensure proper handling of optional fields and implicit tags.
