ABI KX info

There needs to be a PR that introduces the needed information so the ABI diag.bin files produced by GSI can be processed. Right now, x0054 is running but the diag ODS files are not being created since ODS has not been enabled to process the GSI output.

Which kx is ABI supposed to take?

ABI on GOES 16 is 270. ABI on GOES 18 is 272. ABI on GOES 19 is 273. There could be AMV wind from ABI on these GOES satellites, which are already in the GEOS ADAS.

@AustinConaty are 516 and 518 acceptable KX's for g16 and g18 ABI data?

My understanding is that idsats in GMAO_ods can be set at will, as long as (idsats+dplat) is not used by another type of data. Austin or Ricardo may know this better.
