release also the track correcting routine as a plugin

The routine, which needs to be completely rewritten to Java, that @xulman has at hand, can "synchronize" the lineage file (man_track.txt) with sequence of tracking labeled images, reusing as much as possible of the original lineage information. After this routine is applied on a data, the data should be consistent.
